This Refund and Transaction Policy (“Policy”) outlines how Splurge Tech LLC (“Splurge”, “we”, “us”, or “our”) handles digital transactions conducted through our platform,https://www.splurge.tech (the “Services”).

Splurge operates a non-custodial gifting platform that enables creators to receive digital asset gifts directly from fans. Because all transactions occur on-chain (e.g., USDC on Base) and are not reversible, all transactions are final and non-refundable.

1. Non-Custodial Nature of Service

Splurge does not hold, control, or manage user funds. All digital asset transfers occur directly between independent wallets through blockchain protocols. Once a transaction is confirmed on the blockchain, it cannot be reversed, canceled, or modified by Splurge or any third party.

Splurge does not act as a financial institution, money transmitter, or payment processor.

2. Finality of Digital Transactions

All on-chain transactions made through the Splurge platform—whether between fans and creators or users and service partners—are final once broadcast to the blockchain.

You are solely responsible for verifying:

The accuracy of the recipient’s wallet address.

The gift or amount being sent.

Your wallet’s connectivity and balance prior to confirming a transaction.

Splurge has no ability to retrieve, cancel, or alter a transaction once it is confirmed.

3. Fiat On-Ramp and Off-Ramp Transactions

When users purchase or convert digital assets through third-party payment partners (such as Ramp, Coinflow, or MoonPay), those transactions are governed by the respective provider’s terms and refund policies.

If you experience a billing issue, failed payment, or technical error while using a partner integration, please contact that provider directly. Splurge cannot issue refunds or adjustments on behalf of external payment processors.

4. Platform or Technical Errors

While Splurge cannot reverse blockchain transactions, we may review reports of technical malfunctions or unauthorized platform actions.

If you believe a transaction was caused by a verifiable system error or security incident within Splurge’s control, contact:

Reports will be investigated within 7 business days, but refunds are not guaranteed and are granted solely at Splurge’s discretion.

5. Creator and Fan Responsibility

By using Splurge, both creators and fans acknowledge that:

Digital gifts are voluntary and not eligible for refunds, reversals, or chargebacks. Creators are responsible for their own tax reporting obligations. Fans are responsible for ensuring all transactions comply with their local regulations.

Splurge reserves the right to suspend or restrict users found engaging in fraudulent, misleading, or unauthorized behavior.

6. Fraud Prevention and Compliance

Splurge monitors for suspicious or high-risk activity to maintain compliance with applicable AML (Anti-Money Laundering) and sanctions laws. If a transaction is flagged as potentially fraudulent or illegal, we may cooperate with law enforcement or third-party partners as required.

However, Splurge does not issue refunds for transactions frozen or blocked by external compliance systems.

7. Chargebacks and Disputes

Because transactions occur via non-custodial wallets and decentralized networks, chargebacks are not supported. If a user disputes a payment made through a fiat on-ramp or card processor, the dispute will be handled by that third-party provider, not Splurge.

8. Amendments to This Policy

Splurge Tech LLC reserves the right to modify or update this Policy at any time. The most current version will always be available at https://www.splurge.tech/legal/refund. Your continued use of the platform following any updates constitutes acceptance of the revised Policy.
